– Ukraine’s energy sector is a target of Russia’s war. Repeated Russian attacks on electricity grids and power plants are an attempt to break down Ukraine’s resilience. The past winter was particularly difficult, with widespread attacks resulting in power, heating and water outages for millions of people. To have a fair chance of carrying out the necessary preparations before the cold returns, Ukraine needs more support now. That is why the government has decided on new support for Ukraine’s energy sector already in June, says Minister of Development Cooperation and Foreign Trade Benjamin Dousa.
The new support package of almost SEK 1.5 billion for 2026 includes SEK 1.37 billion (141,2 million USD) to the Ukraine Energy Support Fund, SEK 100 million (10,3 million USD) to the Swedish Civil Contingencies Agency (MCF) and SEK 20 million (2,1 million USD) to the International Atomic Energy Agency (IAEA). The support to the Ukraine Energy Support Fund, which is channeled through Sida, goes to meet Ukraine's most prioritized needs in the energy sector. This includes, among other things, repairs and installation of new energy production. The MCF is allocated support to deliver personnel, transport, purchase of equipment and other things requested by Ukraine. The material support may include energy equipment such as power plants and batteries. The support to the International Atomic Energy Agency (IAEA) contributes to strengthened nuclear safety and security at Ukraine's nuclear power plants. The support is financed within the development assistance budget.
The new support package of almost SEK 1.5 billion means that Sweden's support to Ukraine, since Russia's full-scale invasion began in 2022, amounts to a total of approximately SEK 155 billion, of which approximately SEK 27 billion is in civilian support.
Within civilian support to Ukraine, support for the country's energy infrastructure is a particular priority. Since the full-scale invasion began, Sweden has contributed approximately SEK 6.7 billion in support to the country's energy sector, including the new support package.
