Dear friends,
Please find below information regarding additional requirements introduced by the Republic of Poland (hereinafter – Poland) when arranging the transit of goods from the territory of Poland to Ukraine.
According to clarifications provided by the Ministry of Infrastructure of Poland concerning the movement of vehicles to/through the territory of Poland to third countries, all vehicles with a weight exceeding 3,5 tonnes must be registered in the Polish system RMPD (Rejestr Międzynarodowych Przewozów Drogowych): https://www.gov.pl/web/gitd/sent
In addition, pursuant to the regulation signed by the Minister for Finance and Economy of Poland, amendments entered into force on 17 March 2026, expanding the list of goods subject to mandatory monitoring in the SENT system.
Specifically, the following categories of goods have been added to those subject to mandatory declaration in the SENT system:
goods under group CN 61 – knitted clothing and accessories, if the total gross weight (brutto) exceeds 10 kg;
goods under group CN 62 – clothing and accessories other than knitted, if the gross weight (brutto) exceeds 10 kg;
goods under CN code 6309 00 00 – used clothing and other used articles, if the gross weight exceeds 10 kg;
goods under group CN 64 – footwear (except parts of footwear, code CN 6406), if the quantity exceeds 20 items (10 pairs);
mixed consignments containing goods from at least two of the above groups (CN 61, 62, or 64), if their total weight exceeds 10 kg.
If the registration has not been performed in the SENT system, Polish control authorities shall apply financial penalties. In particular — a fine of PLN 12 000 (approximately USD 3 350).
It should also be noted that registration in the SENT system must be completed prior to the vehicle entering the territory of Poland.
We kindly ask you to take this information into account, particularly when transporting humanitarian aid to Ukraine via Poland, and, if possible, to share it with other individuals and organizations involved in the transportation of humanitarian cargo to Ukraine.
